The Pattaya Scale was developed as a tool to help understand some of the steps involved in reaching and discipling children. It is a chart to see what can be done and affirm what is already being done. It can be looked at from a local church perspective, a city-wide perspective or a global perspective.

It is partly as a result of the research and this document that this Max7 partnership and website and the Global Children's Forum were formed. The name "Pattaya" is taken from the place in Thailand where the meetings were held and the idea first emerged.
